SIM card not compatible, but IMEI checker says my iPhone 5s is compatible

Hi I’d like to know what needs to be done to resolve this issue, I have an iPhone 5s with 12.5.05 update. When I go to Activate my SIM card and put it in and it goes through the process after it says Error SIM card is not compatible and says something about the activation policy and that the providers is not supported. But I checked the IMEI number before I ordered my SIM card and it said it was compatible.. so I don’t know what’s going on.

    This would mean that the iPhone is still locked to the old provider. When the phone is locked, it won't let you use any other provider's SIM cards except theirs. They all unlock for free, so you can contact them to do it for you.

    Oh ok thank you I’ll contact Rogers then. That was my old provider
