Does this have to be re-enabled every 90 minutes?

It took about six hours after I requested a port until I got the authorization text and I didn't see it until it was too late.

    Yes. It's to prevent unauthorized port outs. Generally port out requests should happen instantly for wireless to wireless. Within 20-30 minutes at most.
