Problems with transferring eSIM

I am trying to transfer an eSIM from my iPhone 11 to iPhone 12 Pro. Have tried everything that Lum has suggested; I still get the message that the transfer of my phone number isn't supported even though both are eSIM compatible. The iPhone 12 does not have an actual SIM card, but my understanding is that it shouldn't need it since I'm using an eSIM. Has anyone else had this issue?
